En los últimos tiempos, el Caso Convenios ha generado un intenso debate en los pasillos del Gobierno Regional de Arica. La Fiscalía Regional, mediante su Unidad de Alta Complejidad, investiga a tres entidades por sus acuerdos con el gobierno regional, encabezado por el gobernador Jorge Díaz (DC).

La Fundación Deportiva Valcar: Convenios de Seguridad y Salud en la Mira

Cuestionamientos sobre la Adjudicación

La Fundación Deportiva Valcar, conocida por su vinculación al deporte, firmó dos convenios enfocados en seguridad y salud. Esta adjudicación generó controversia entre los consejeros regionales, especialmente por la aparente falta de experiencia de la fundación en temas de seguridad.

La Votación y las Siguientes Acciones

El 13 de octubre de 2022, una votación en el Consejo Regional resultó en un rechazo mayoritario al traspaso de recursos, aunque el proceso continuó. El senador José Miguel Durana (UDI) elevó la situación al Ministerio Público y la Contraloría General de la República, señalando la incoherencia en la experiencia de la fundación.

Vínculos con la Campaña del Gobernador

Carlos Valenzuela Silva, representante legal de la Fundación Deportiva Valcar, justificó la extensión de actividades de la fundación a la seguridad ciudadana. Además, se reveló la subcontratación de Natural Phone S.A para ejecutar el programa, una empresa con vínculos previos a la campaña del gobernador Díaz.

La Fundación Conecta Tea, dedicada a atender a personas con trastorno del espectro autista, enfrenta acusaciones de cobrar a familias por servicios que debían ser gratuitos según el convenio de $357,5 millones firmado con el Gobierno Regional.

Investigaciones por Falsificación

La Fiscalía también indaga en una denuncia por falsificación de firma de documento público, tras descubrirse irregularidades en las rendiciones de cuentas.

Fundación para el Desarrollo de las Organizaciones: Un Convenio de $2.600 Millones Sospechoso

Falta de Transparencia y Efectividad

Fundación para el Desarrollo de las Organizaciones (Fundor), con sede en La Serena, firmó un convenio de $2.600 millones para un programa de emprendimiento. Sin embargo, existen serias dudas sobre su ejecución y la relación cercana con el gobernador Díaz, cuestionando la asignación de fondos.
